561 Predator Catcher sting operation net 3 for attempting to hit minors in Delray Beach

In three separate sting operations conducted by the Delray Beach Police Department in November, three men were arrested for attempting to meet minors for sexual activities. The business was initiated by local MMA fighter Dustin Lamproswho runs a social media group called “561 Predator Catchers,” a group dedicated to protecting children from online predators.

The Delray Beach Police Department (DBPD) said the arrests took place over five days, each at the Walgreens located at 4999 W Atlantic Avenue. The arrests involved a Canadian man on vacation, a 23-year-old from Loxahatchee and a Palm Beach State College security guard – who was still in uniform when he was arrested.

Three arrests

The first arrest comes on November 8, 62-year-old Francois Levasseur was arrested at Walgreens. According to the probable cause affidavit, Levasseur, who was vacationing in Florida and owns an apartment in Boynton Beach, had messaged Lampros, posing as a 14-year-old boy online. Levasseur allegedly admitted to using the Grindr app and texting to arrange the meeting, where he intended to engage in sexual activities. Upon arrival, Levasseur was confronted by Lampros and then arrested by police shortly thereafter.

Two days later, on November 10, the second arrest took place. The suspect – 23-year-old Samuel De Santiago of Loxahatchee – was arrested at the same location. According to police, De Santiago had been communicating with someone he thought was a 13-year-old boy, but in reality it was Lampros. DBPD said De Santiago arrived at Walgreens in a 2020 black Honda and told police he plans to engage in sexual activities with the minor. De Santiago admitted he used his phone to communicate with the decoy and brought condoms and lubricant to the encounter, according to the affidavit.

The latest arrest comes on November 13. Police said Daniel Scott Winfield, a security guard at Palm Beach State College, was arrested at the same Walgreens. Winfield had been communicating with Lampros, who he believed to be a 14-year-old boy, through the Grindr app and text messages. He arrived at the scene in his full security uniform expecting to meet the minor for sexual activities, according to police. Winfield’s phone, which he used to communicate with the decoy, was confirmed to be in his possession at the time of the arrest.

According to each probable cause report, all three men initiated explicit conversations with the decoys, acknowledged the age of the minors and expressed their intentions to engage in sexual acts. The evidence included text messages and app communications that were reviewed by the police.

The men were arrested and convicted of the following:

  • Francois Levasseur, 62: Traveling to see a minor for unlawful sexual activity and unlawful use of a two-way communication device in furtherance of a crime.
  • Samuel De Santiago23: Traveling to see a minor for unlawful sexual activity and unlawful use of a two-way communication device in furtherance of a crime.
  • Daniel Scott Winfield59: Traveling to meet a minor for unlawful sexual activity and unlawful use of a two-way communication device in furtherance of a crime.

Lampros has been involved in several high-profile cases, including the arrest of one 70-year-old man in July who traveled from Broward County to meet a minor at a Walmart in Delray Beach.
